Grosvenor Performance Group (Grosvenor) is an employee-owned consulting firm that has been optimising the performance of public and private sector organisations for 25 years with quality thinking and quality outcomes. Grosvenor specialises in procurement, property and public sector advisory services across Australia’s eastern seaboard.

Grosvenor’s client, Public Works Advisory (PWA), an agency that supports all other government agencies to deliver critical infrastructure initiatives, was tasked to review two NSW Government schemes. The schemes were established in 2015 to streamline public procurement processes and make the engagement of construction-related services providers as transparent and fair as possible.

Grosvenor was engaged to explore the schemes’ implications and improve the application process and ongoing management.

The success of the Initiative was based on Grosvenor’s ability to efficiently review and interpret relevant information, manage key stakeholders, propose an appropriate strategy and implement an endorsed solution within a timely manner to manage the client and meet critical deadlines. In addition, Grosvenor utilised their subject matter expertise, research and critical thinking skills.

Grosvenor consults with their clients, not to their clients. Grosvenor’s consulting philosophy is based on close collaboration, a deep understanding of the problems they are trying to solve, critical thinking at each step of the project and constant testing of progress and ideas with their clients.

Grosvenor brought the key stakeholders along on the journey by providing them ample opportunity to provide their thoughts and feedback. The collaborative approach and the trust developed with the client were of great significance when difficulties arose in the process.

The consultative process of this project meant that awareness was raised throughout agencies that PWA was providing service excellence. Involving agencies in the project also significantly increased their buy-in, supporting PWA with managing the changes.

Due to the project being delivered within timelines and under the approved budget, Grosvenor decided to repurpose the remaining amount to undertake tasks that the client would have had to take up using their own time and resources subsequently. The client was delighted with this as Grosvenor was transparent with the remaining dollars and provided additional value by undertaking this work.
